I am doing some research on US funding natural disiaters and how we determine what is a good investement in terms of how much we give and to whom.  Mainly the recent japanese earthquake and the katrina flooding.  Seems to me the US spends more on international soil and not as much in domestic.  What is your opnion?</description>
